Under his leadership, IAIP made significant strides towards deterring and preventing terrorist attacks against the homeland and strengthened the Nation’s overall protective posture. Just a few of the significant accomplishments of Frank Libutti’s tenure include: enhancing the Homeland Security Advisory System; developing the National Infrastructure Protection Plan (NIPP) to help better identify and protect America’s critical infrastructure; building a robust cadre of experienced intelligence analysts within the Department; establishing meaningful partnerships with state, local, and private sector entities; vastly improving information sharing among all Federal stakeholders; reducing the nation’s vulnerability to cyber-attacks; and establishing the Homeland Security Operation Center (HSOC) as the primary national hub for domestic situational awareness and incident management.
