Under Secretary for Information
Analysis and Infrastructure
Protection (IAIP), Department of
Homeland Security (DHS), Washington,
DC
Led the stand-up of the IAIP
directorate at the Department of
Homeland Security, as the IAIP Under
Secretary, a politically appointed
position, requiring Senate
confirmation. Engaged in the full
spectrum of homeland security
mission from peace to crises,
including the development of
organization, structure, policy and
procedures, doctrinal foundation and
operating mechanisms for the
directorate. Interacted with many
persons at the federal, state,
local, tribal, major city, and
private sector levels. Represented
DHS at interagency meetings with
cabinet officers and with the US
President and Vice President.
Interacted with senior intelligence
officers in the federal government
routinely, as well as with senior
committee members/chairmen of
congressional committees with
over-sight responsibility for the
DHS.
Member of several high-level White
House committees and working groups
in support of Intel reform.
Represented DHS in a government-wide
effort to develop a national
infrastructure protection plan. In
addition, led DHS effort to develop
a department-wide “blueprint” for
effective information sharing and
collaboration. Represented the
Secretary of DHS on the National
Infrastructure Advisory Committee.
As a third area of responsibility
within IAIP, was also responsible
for the smooth and efficient
function of the DHS operation
center, the nerve center of the
department, responsible for
maintaining national situational
awareness, sharing information with
federal, state, tribal, and city
stakeholders regarding all aspects
of DHS’ mission.
