Lt. General Frank Libutti's distinguished military career spanned four decades until his retirement in 2001.  Most recently, Lt. General Libutti served as the Under Secretary for the Department of Homeland Security (DHS) for Information Analysis and Infrastructure Protection Directorate.  Prior to this, he served as the New York City Police Department's First Deputy Commissioner of Counter-Terrorism.
